Can you use Vicksburg Baby Rub on your clit. I don't wanna use the regular b/c I heard that its dangerous. Does the same apply for the baby Rub?

It depends on why you want to use it. The only reason Vick's isn't a good idea is because the petroleum in the base formula, breaks down the condom. If the baby rub has petroleum in the base (i think it does) and you want to use a condom, then the same problem arises.
teasing
I want to use it to tease myself. I've used toothpaste and really enjoyed the sensation, but I wanna try something more intense without spending a lot of money of special creams and whatnot. Just recently had a baby so it will be a while before I do anything. I wanna make sure I'm not going hurt myself or have my husband do something that might hurt me or kill me. .

I have used Vicks, Deep Heat and Tiger Balm (red and white) and I don't seem to have had any negative effects from any of them.

Alternatives
From what I have seen, most drugstore creams (e.g. ben gay and vicks) are pretty safe.
Some other liquids and/or items which can be used for this purpose include: ginger, crushed chili peppers, wintergreen oil, chilli oil, Tabasco sauce (or similar hot sauce)...
Abrading the skin first (gentle rubbing with sandpaper, exfoliating products...) will heighten the effects of any irritant applied.
Abrassion...
Abrassion is not a good thing, especially not on your gentle parts, but any previous irritation will work. Little spanking or rubbing with a mediun soft brush comes to mind. Of the mentioned agents i'd say ginger juice is your best bet for fun and safety. Tooth paste is worse as it can dehydrate the skin.
